Palo Alto URL Filtering & App-ID Policies

URL filtering profiles, custom URL categories, application-based security rules, and SSL inspection policy for Palo Alto PAN-OS.

↓ example.txt

What is it?

Palo Alto's URL Filtering uses PAN-DB (Palo Alto's cloud URL database with 60+ categories) to classify and control web traffic. App-ID identifies the application by its actual behavior, not just the port — so you can block 'bittorrent' even if it's running on port 443. SSL Inspection (decryption) is required to see inside HTTPS traffic — without it, URL filtering only sees the SNI (domain), not the full URL path. Custom URL categories let you define whitelists/blacklists for specific domains (approved SaaS apps, internal tools).

When to use

  • ·Controlling user web access in corporate environments — block malware, adult content, gambling
  • ·Compliance requirements that mandate URL filtering (CIPA for education, PCI-DSS for cardholder environments)
  • ·Blocking risky applications by App-ID: torrent clients, anonymous proxies, crypto miners
  • ·SSL inspection when you need to inspect HTTPS traffic for threats or DLP
  • ·Creating custom approved-SaaS categories for cloud app governance

When NOT to use

  • ·Without SSL inspection, URL filtering only sees domain names (SNI), not full URLs — for complete coverage, SSL inspection must be enabled
  • ·SSL inspection should not decrypt traffic to banking, healthcare portals, or personal email — use SSL inspection exclusion lists for privacy-sensitive categories

How it compares

vs Cisco Umbrella (DNS filtering)Umbrella filters at DNS level — blocks the domain before any connection is made. Palo Alto URL filtering works at the HTTP/HTTPS level with SSL inspection. Umbrella is simpler but less granular. Both are complementary.
vs Fortinet Web FilterFortinet FortiGuard Web Filter works the same way (FortiGuard cloud database). Both support SSL inspection. Palo Alto's App-ID is generally considered more accurate for application identification.
vs Cisco IOS IOS ACLIOS ACLs only block by IP/port — no URL awareness. Palo Alto URL filtering knows the actual URL and application. Not comparable for modern web security.

Prerequisites

  • →URL filtering license (PAN-DB) must be active on the firewall
  • →Threat prevention license required for App-ID and SSL inspection features
  • →SSL inspection requires a CA certificate deployed to user endpoints (via AD Group Policy or MDM) before enabling
  • →Security policy must reference the URL filtering profile via a security profile group

Config Generator

Verification commands

show url-filtering statistics

Show URL filtering hit counts by category

ExpectedShows allowed/blocked counts per URL category. Zero counts mean traffic isn't hitting the profile.

test url <url> type url-filtering

Test how a specific URL is categorized by PAN-DB

ExpectedReturns the URL category (e.g., 'computer-and-internet-info', 'malware'). Use to verify custom categories and block decisions.

show decryption policy-stats

Show SSL decryption statistics

ExpectedShows decrypted sessions, bypassed sessions, and any certificate errors

Debug commands

show log url direction equal forward

Show URL filtering logs for outbound traffic

Common mistakes & fixes

SymptomURL filtering profile not blocking sites in blocked categories
CauseProfile not attached to the security rule, or traffic not matching the rule
FixVerify the security rule for outbound traffic has a 'profile-setting group' that includes the URL filtering profile. Use 'test security-policy-match' to confirm the right rule matches.
SymptomSSL inspection causing certificate errors in browsers
CauseFirewall's CA certificate not trusted by user endpoints
FixExport the firewall's forward trust CA certificate and deploy it to endpoints via AD Group Policy (Windows) or MDM (Mac/mobile). Ensure the CA is in the browser's trusted root store.
SymptomLegitimate SaaS apps being blocked by URL filtering
CauseSaaS app domain in a blocked category (e.g., 'cloud-storage' category blocked)
FixCreate a custom URL category with the approved SaaS domains and set action to 'allow' — custom categories take precedence over PAN-DB categories.
